The GAP
Democracy has an infrastructure gap. Citizens in modern democracies vote every few years. In between, thousands of legislative decisions — on housing, transport, environment, budgets — proceed with minimal public input. Existing mechanisms like petitions and consultations are selective, easily dismissed, and reach only a fraction of affected populations.
There is no infrastructure that lets citizens see every decision being made on their behalf, understand the consequences, and respond at scale. This gap is widening. Disinformation, foreign interference, and declining institutional trust are accelerating civic disengagement at the exact moment that democratic resilience matters most.
The Vision
Imagine opening an app — not a social feed, not news — but a live map of the decisions shaping your world.
A new pesticide is being approved. A data-sharing deal is on the table. A wetland may be replaced by a highway. Each decision appears with who is deciding, what is at stake, and its social, economic, and ecological impact — translated into plain language and clear visuals. In minutes, you have a clear picture.
You take a position: approve or oppose. Your choice instantly joins millions of others. Decision-makers, corporations, governments — they see it. Not as noise, but as structured civic data they cannot dismiss.
What We Are Building
A platform that tracks every bill from city, national, and EU parliaments — automatically, without curation or filters — breaking each one into plain language, surfacing its real-world impact, and letting verified residents vote on it.
For citizens: complete visibility into what is being decided on their behalf, with the tools to form and express an informed position.
For governments: real-time, structured public sentiment on every decision — not polls, not petitions, but verifiable civic input at scale.
Core Innovation: Provable Integrity
For this platform to earn legitimacy, results must be trustworthy — verifiable by anyone, manipulable by no one. This is achieved through three layers:
1. Open source codebase — entire platform published, reproducible builds verified
2. Blockchain anchoring — cryptographic fingerprint of all votes published publicly; any tampering becomes detectable
3. Independent verification — universities, civic organisations, and institutions invited to audit data integrity using published tools
Pilot Delivery: Berlin, Paris, Brussels
• Automated bill ingestion from city parliaments + national and EU Parliaments
• AI-generated plain-language summaries of all legislation
• Multi-lens impact analysis: sustainability, economic, social
• Identity verification via city data partnerships
• Blockchain-anchored voting with public verification dashboard
• Open source repository with full documentation
The architecture is jurisdiction-agnostic — any city or government with open legislative data can be onboarded.
What Happens Next
BLUE is the starting point, not the endpoint. Once adopted, it restructures the incentives that shape lawmaking:
• Visible public approval or rejection of every law forces legislators to change how they draft and prioritise
• When a bill passes despite 80% public opposition, citizens will ask who wanted this — and demand answers
• Lawmakers who consistently ignore majority opinion build a public record that follows them to the ballot box
• Legislative culture shifts from complexity as camouflage to clarity as expectation
Next Steps
We are seeking funding partners to assemble a team across civic tech, AI, security, and democratic design — and deliver a platform built for the speed and complexity of 21st century governance.
